Add an energy audit to the required inspections when you sell a house. Repairs would not be required, but at least the new owners would know how they could improve the efficiency of the building. They did this in Austin and it created a whole new demand for energy auditors (green jobs!).

Implement a tax on coal fired power generation, and use the proceeds to fund clean air programs. Examples of such programs include gasoline refueling vapor recovery systems, urban reforestation efforts, urban garden support, and subsidized energy audit/weatherization programs, among other things.
