Invest in retrofitting buildings in downtowns like Little Rock, North Little Rock, Conway, etc. to make them energy efficient. This would create jobs and encourage more investment downtowns.
Work to develop a reverse taxing structure for long term unoccupied downtown buildings. That is, any landlord that is keeping a building unused in a downtown in hopes of speculating development would be levied a hefty property tax should their building be vacant for say 18 months. Density is the key to sustainability and without incentives to repair and occupy structures in dense corridors we're in trouble
